After much research, she discovered a pattern: “The United States had never in its history intervened to stop genocide and had in fact rarely even made a point of condemning it as it occurred,” she writes in this impressive book. Debunking the notion that U.S. leaders were unaware of the horrors as they were occurring against Armenians, Jews, Cambodians, Iraqi Kurds, Rwandan Tutsis, and Bosnians during the past century, Power discusses how much was known and when, and argues that much human suffering could have been alleviated through a greater effort by the U.S. She does not claim that the U.S. alone could have prevented such horrors, but does make a convincing case that even a modest effort would have had significant impact. Based on declassified information, private papers, and interviews with more than 300 American policymakers, Power makes it clear that a lack of political will was the most significant factor for this failure to intervene. Some courageous U.S. leaders did work to combat and call attention to ethnic cleansing as it occurred, but the vast majority of politicians and diplomats ignored the issue, as did the American public, leading Power to note that “no U.S. president has ever suffered politically for his indifference to its occurrence. It is thus no coincidence that genocide rages on.” This powerful book is a call to make such indifference a thing of the past. –Shawn Carkonen

From Kaplan’s perspective, the same could be said of virtually the entire Third World, which he spends the bulk of this book visiting and describing. Kaplan, an acclaimed foreign correspondent and author of Balkan Ghosts, is congenitally pessimistic about the developmental prospects of West Africa, the Nile Valley, and much of Asia. This traveler’s tale offers dire warnings about overpopulation, environmental degradation, and social chaos. We should all hope that Kaplan’s forecast is wrong, but we ignore him at our peril.

Cambodia VOICE aims to open an office/resource center in Siem Reap, Cambodia by the end of 2008 to provide direct legal, social, educational, financial and medical services to those who are vulnerable to the trafficking/sex trade. WHY CAMBODIA? • The Vietnamese are the single largest minority group in Cambodia. The number of Vietnamese who work as direct sex providers represents as high as 30% of the total number of commercial sex workers (CSWs) in Cambodia.* Although there is much debate over the actual number of CSWs, few dispute the fact that Vietnamese comprise a significant proportion of the female CSWs in Cambodia, a number disproportionately high when measured against the total number of Vietnamese residing in Cambodia; • Research and correspondence with NGOs on the field in Cambodia have confirmed that there are currently no Vietnamese overseas NGOs with offices in Cambodia to help the Vietnamese; • Prevention activities, as well as the response to trafficking victims (social services and legal assistance) do not match the extent of the need for them, rendering Vietnamese even more vulnerable. Very few NGOs employ Vietnamese speakers and fewer have ethnic Vietnamese on staff; • The Vietnamese are a marginalized minority because of the historical animosity between Vietnam and Cambodia. For this reason, Vietnamese living in urban Cambodia are more vulnerable to trafficking and sexual exploitation.

______________________________________ *There is no official population figure available, but estimates range from 5 — 10 percent of the country’s total population of about 14 million: J.K. Reimer, “At What Price, Honour? Research into domestic trafficking of Vietnamese (girl) children for sexual exploitation, From urban slums in Phnom Penh, Cambodia”, Chab Dai Coalition (Joining Hands), May 2006 at p. 5

In a small village outside of Phnom Pehn, little children as young as five years old were forced to live as sex slaves. Day after day their hope was slipping away. Tireless workers from International Justice Mission (IJM) infiltrated the ring of brothels and gathered evidence to free the children. Headed up by former war-crimes investigator Gary Haugen, IJM faced impossible odds-police corruption, death threats, and mission-thwarting tip-offs. But they used their expert legal finesse and high-tech investigative techniques to save the lives of 37 young girls and secured the arrest and conviction of several perpetrators. Terrify No More focuses on this dramatic rescue story, and uses flashbacks to tell those of many other victims who were given a second chance at life by this amazing organization.

Readers of John Grisham and Ted Dekker novels will appreciate the suspense, plot twists, and relentless pursuit of justice found in the true story of Terrify No More.
